ENTER INTO TURKEY
Complete and up to date information for Italian citizens on necessary documents in order to enter Turkey for tourism are available on the web site www.viaggiaresicuri.mae.aci.it
Starting from Feb.1 2012 foreigners can stay inTurkey for touristic purposes for a maximum of 90 days within 180 days, similarly to what applies in Italy and in the Schengen area.
Therefore once 90 days within 180 days are over, crossing the Turkish border and entering again Turkey in order to start a new 90-days term (which was possible in the past) is not allowed any longer. This is to avoid a circumvention of the rules related to residence permit and work permit. Italian citizens who want to reside and work in Turkey shall get the necessary visa from the competent Turkish diplomatic and consular missions in Italy (or in their country of residence) and, once in Turkey, apply as soon as possible for the appropriate residence permit. If these rules are not followed foreigners can be subject to administrative sanctions, expulsion and entry ban.
For touristic stay up to 90 days within 180 days Italian citizens are not subject to visa.
A modification recently introduce by the Turkish Ministry of Interior allows the tourist to ask to the Emniyet Genel Mudurlugu Yabancilar Subesu a prorogation of 6 months of the stay only for touristic reasons.
RESIDENCE PERMIT FEE
The residence permit fee for Italian citizens, according to the information received by the Turkish Ministry of Foreign Affairs, is the following
1 year residence permit 120 TL
residence permit shorter than 1 year, the equivalent in TL of the following amount: 1 USD per day for the first month. The fee shall not be less than 10 USD nor more than 25 USD. For the following months: 5 USD per month.
SOCIAL SECURITY
The European Convention on Social Security is applicable between Italy and Turkey. The basic rule of the convention is the territoriality principle, i.e. the worker shall be insured where he/she works. The exception to this rule is the “detachment” which is disciplined by the mentioned Convention. On the basis of detachment, which in general can no be longer than 12 months, the worker shall continue to be insured in the country where her/his company is based (i.e. Italy) without being subject to paying contributions in the country where he/she temporarily works (i.e. Turkey), on the condition that he/she is a holder of the detachment certificate (CE1 form). For further info on conditions of detachment and possibility of prorogation (CE2 form) please refer to INPS or Italian Ministry of Labour and Social Policies.
The Turkish Ministry of Labour has established a phone number ALO 170 to answer questions on the Turkish social security system. Information on work permits are available on the webiste of the Ministry of Labour www.yabancicalismaizni.gov.tr
